Lakiba Nicole Palmer was born on March 12, 1978, in San Diego, California. She graduated from San Diego High School in 1996, where she was a star athlete, excelling in track events such as hurdles, sprints, and the 400-meter relay. Known for her positive attitude and determination, Palmer was well-liked among her peers. During high school, she often spoke about her aspiration to join the Navy. 

Following her graduation, Palmer enlisted in the U.S. Navy on November 3, 1997. After completing Basic Training in Great Lakes, Illinois, on December 29, 1997, she attended the Surface Warfare School Command, also at Great Lakes, finishing her training on February 27, 1998. She then reported to the guided-missile destroyer USS Cole (DDG-67) on March 27, 1998. 

Tragically, on October 12, 2000, while the USS Cole was refueling in Aden, Yemen, a terrorist attack resulted in a massive explosion on the ship's port side. Seaman Palmer was among the 17 sailors who lost their lives in the attack. She was 22 years old. 

Seaman Apprentice Palmer was posthumously awarded the Purple Heart, Combat Action Ribbon, Navy Unit Commendation, and the rank of seaman.

In recognition of her service and sacrifice, several honors have been bestowed in her memory. The street where she grew up in San Diego's Chollas View neighborhood was renamed Lakiba Palmer Avenue.

Seaman Lakiba Nicole Palmer is remembered for her dedication, positive spirit, and the ultimate sacrifice she made for her country.
