Rear Admiral Layman, a Naval Academy Graduate, completed over 40 years of Naval Service. At sea he commanded the USS Joseph Strauss and the USS Horne, "America's Finest Cruiser." His service ashore included Director of Command and Control for the United States European Command in Stuttgart, Germany, Vice Director of the Defense Communications Agency followed by Director of Naval Communications for the Chief of Naval Operations. His last assignment was Director Space, Command and Control reporting directly to the CNO. He was the second recipient of the "Old Salt" Award. "His distinguished service, unparalleled expertise, and extraordinary dedication to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service."
