Chuong, along with his sister and dad, arrived in the U.S. after a harrowing journey as a refugee of the Vietnam War in 1975. The family adjusted to American life with the help of their sponsor church in Arlington, Texas. Chuong grew up in Grand Prairie, Texas, graduating from South Grand Prairie High School in 1988. He applied for and was accepted to all 3 Service Academies, choosing to attend and then graduating from the US Naval Academy in 1992, with a Bachelor's Degree in Mechanical Engineering.

His first deployment aboard the USS Kitty Hawk (CV-63) was to the Western Pacific, and the Persian Gulf, to support Operation Southern Watch. His second deployment aboard the USS Carl Vinson (CVN-70), also to the Persian Gulf, was to support the continuing Operation Southern Watch. His battle group arrived to the Persian Gulf in time to participate in strikes against Iraqi targets as part of Operation Desert Fox. He was also chosen to be part of a small forward deployed detachment in Camp Doha, Kuwait. He was also selected as a liaison to Joint Task Force Southwest Asia (JTFSWA) in Saudi Arabia.
Chuong left HS-6 in March of 1999 for shore duty as an Officer Recruiter in Lubbock, TX. He helped Texas Tech University graduates apply for the Navy's direct Officer Commissioning programs. While working as an Officer Recruiter, he attended Texas Tech University parti-time, earning his Master's of Business Administration degree. He resigned his commission on Feb 28, 2002, and returned to the Grand Prairie, TX area.
After working for SBC, he applied for and attended dental school. He is currently a practicing dentist in the North Texas Area, and lived in his hometown of Grand Prairie, TX with his wife Tiffany, and 3 children, Braden, Caitlyn and Nicholas.
