Allan Keith Sipe was raised in the Los Angeles suburb of Monrovia. There, he attended grammar and high schools before going to California State Polytechnic College (Cal Poly) and graduating with a BS in Technical Journalism in 1964.
With Vietnam on the horizon, Allan was commissioned as an Ensign in the U.S. Navy in 1965. After assignments on two ships and shore duty with the Defense Intelligence Agency, Allan was assigned to the Naval Investigative Service (NIS) in Vietnam where he served from 1971 to 1972. Following a two-year assignment in London, Allan ended his active U.S. Navy service after nearly ten years.
Allan accepted employment as a civilian Special Agent with the NIS in 1974. During the next 21-1/2 years, he worked a variety of criminal and foreign counterintelligence (FCI) investigations and operations in assignments overseas in Okinawa, Japan, and Hawaii, various offices in the San Diego area, NIS Headquarters in Washington DC, and as Agent Afloat onboard USS Constellation (CV-64). Allan remained in the U.S. Navy Reserve until retirement. The NIS was renamed Naval Criminal Investigative Service (NCIS) in 1993, and Allan retired from it in December 1995.
Allan then began a nine-year career as a Criminal Intelligence Specialist with the San Diego Narcotic Information Network (NIN), the Intelligence Center responsible for coordinating Federal, State, and Local Law Enforcement activities in San Diego and Imperial Counties. For each of the nine years, Allan was the primary analyst responsible for coordinating the writing and producing of an assessment of the narcotics and dangerous drug threats to this area. This assessment served as the basis for receipt of federal funds to combat the narcotics threat.
Following his retirement from the San Diego NIN, Allan continued his law enforcement careers, first as a volunteer with the San Diego Police Department’s Retired Senior Volunteer Patrol (RSVP). Allan served as Patrol Administrator for over eight years and completed over 12 years of service with the RSVP. He has recently completed his fourth year as a volunteer with the San Diego County Sheriff Department Senior Volunteer Patrol.
Allan has served with federal, state, and local law enforcement agencies and departments for over forty-six years. Along with his military active duty, he has completed nearly 57 years of service to the American people.
In the years following his retirement from NCIS, Allan has submitted numerous articles for publication in the periodic NCIS Association magazine, “The Gold Shield”. He has also written and published a book “NIS/NCIS San Diego”, the history of the organization in the Southern California region.
Allan has been blessed with three children—Kristina, Kevin, and Michael and one grandson-Dylan. He has also been blessed with his wife Shirl Troxel and her family. Shirl and Allan have traveled the world and enjoyed friendships and camaraderie of many friends and family members. Lastly but not least, Allan has had a lifetime of great friendships with many fine people from many walks of life in many venues—some of whom are here today. Shirl and Allan intend to remain in their home in Rancho Bernardo.
