A native of Long Island, New York, Steve Castillo was commissioned a Supply Corps officer through UCLA’s Navy ROTC program with a bachelor's degree in mathematics in 1978.

On his first assignment, Steve was selected to take part in the Navy’s track and field training for selection to represent the Navy in the 1980 Defense Department’s inter-service men’s track and field championship.

 

As readiness briefer to Commander, Naval Air Force, U.S. Pacific Fleet, he authored and revised virtually all governing guidelines and instructions for supply operations in preparing Navy carriers for deployment, integrating a repairable management timeline for carrier work ups.

 

As Supply Officer at the Naval Air Facility, Atsugi, Japan, he led the install and implementation of the facility’s first computer system, transitioning from a 1960’s IBM’s “wire-based” Electronic Adding Machine. Additionally, he supported shore-based MIDWAY aircraft and achieved designation of Naval Aviation Supply Officer; one of the Navy’s first 100 such designations.

 

He earned a master's degree in operations research at the Navy’s Postgraduate School and then led the operations analysis division at the Navy’s Supply Headquarters. As lead operations analyst, he developed and implemented new methodologies for evaluating system-wide inventory performance and stock positioning and served as functional manager for the Supply Corps’ prototype executive information system.

As Supply Officer on USS WABASH deployed with RANGER Battle Group’s final deployment to the Persian Gulf, he developed a computer-based tool for cargo fuel operations and forecasting, providing prompt projections of battle group fuel requirements from hours to minutes. His fiscal management also earned WABASH “Top Financial Performer FY93”, the first time ever for the ship prior to decommissioning.

 

Steve’s final assignment was as Logistics Director at the Navy Regional Maintenance Center in Coronado. Following his retirement from the Navy, he continued his career supporting the Department of Defense in the software and defense consulting industries. He implemented enterprise resource planning for several U.S. defense firms (eg., Boeing, General Atomics, Northrop, and Motorola), as well as supply chain solutions for the Navy’s Supply Systems Command. His most notable achievement was as Director,  U.S. sales for Western Pacific Data Systems, when he negotiated and sold the maintenance, repair, and overhaul software for NASA’s International Space Station.
