While serving aboard the USS Welles, Howard saw combat in the Hollandia and Humbolt Bay attacks, landings at Wake Island, Sarmi New Guinea, Solomon Islands and Palau. He supported pre-invasion mine sweeping of Leyte Gulf for the Philippine Liberation, and supported the invasions at Luzon, Iwo Jima and Okinawa.
